Responsibilities:
Responsible for the performance of relatively small technical projects or a definable portion of a larger technical program in accordance with contract requirements and company policies, procedures and guidelines. Directs and supervises all support resources for the performance of project assignments and activities. Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives. Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading relatively small proposals or assisting with major proposals. Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. May assist in the management of a business unit or department or is at an entry level in management of such under the close supervision of the Division or Program Director. Manages one or more programs. May supervise professional and technical personnel performing in their regular disciplines. May participate in the development and execution of budgets, sales and marketing plans and other strategic tools. Participates in driving initiatives for achieving established objectives. May serve as the primary or assistant technical and management interface for the company, customer, and senior staff. Provides management services including general administrative oversight, time accounting. financial tracking, cost projection, inventory management, personnel evaluation and support. Responsible for the preparation of and accountability for all contract deliverables. Responsible for assisting in the technical leadership and direction to a multidisciplinary staff. Develop and operate a variety of technical systems related to the specific job function. Specify systems requirements and insure that completed systems meet requirements. Support data acquisition process control. Prepares and approves Standard Operating Procedures, Protocols and other technical documentation. Able to supervise, manage, support and evaluate personnel.

The Technical SETA is expected to take a leadership role in overseeing the technical /programmatic execution of the program relative to the established program plan. Interacting with (and assisting in the coordination across) multiple performer teams (e.g. anticipated from industry and academia), several T&E contributors (e.g. DoD service labs, Federally-Funded Research and Development Centers (FFRDCs), and University-Affiliated Research Centers (UARCs)), and government transition partners. The Technical SETA shall also provide technical and programmatic support for other technology/program development activities, including support for seedlings/studies, new start development, and other related work. Assimilatie and integrate technical inputs Analyze technical deliverables and reports Technical writing and development/refinement of briefing materials and/or other program documentation to include, but not limited to Word documents and Power Point Presentations Independent review and summary of related technical literature and emerging technologies; participation, as needed, in conferences and workshops related to program technical areas Program ManagementCoordination, alignment, and scheduling of technology development tasks Continuous analysis of technical progress in comparison to planned cost and schedule (e.g. including items such as task progress, status of associated interdependencies, schedule slack, etc.); assessment of technical milestone completion; and periodic risk analysis/review and tracking Test and Evaluation: Development/documentation of testing methodology and protocols; alignment with program technology components; and assessment of performance against program metrics

Qualifications:
Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.

5 + years of experience performing or managing interdisciplinary engineering, computer science, signal processing and/or statistics research and development for human-centered applications Experience in program management and its associated processes & toolsets (e.g. Gantt charts, risk matrices, etc.) Ability to communicate effectively and efficiently within a dynamic, interdisciplinary environment Current TS At least a master’s-level degree in engineering, statistics, computer science, signal processing or a related technical area with a specific focus on human-centered applications BS 10+, MS 8+, Phd 5+
