Job purpose

The FMR Office

leads the annual NGA NIP and NGA MIP Program

Build to determine investment and divestments in

support of agency and DOD and IC priorities. FMR produces the annual NIP and

MIP budget justifications for Congress and regularly provides status of

resources to Congressional and Executive Branch monitors. FMR manages civilian

pay and benefits programs and civilian work years. FMR controls all data for

each fiscal year to insure adherence to oversight and agency mandates and to

present actionable data to external organizations. Internally, FMR provides

resource data, recommendations, and guidance to NGA decision-makers to include

NGA senior leadership, governance boards, Portfolios, and Key Components. FMR

provides preparation materials for NGA leadership resource meetings with ODNI,

OSD, OMB, and Congressional Committees. FMR manages current-year execution of

funds by portioning funding authority, addressing un-programmed requirements,

and ensuring oversight execution targets are achieved.

Serves as a member of team that:
Supports the Financial Management Resource Office.

Assists the government with financial management operations.

Assists the government with budget analysis.

Supports the Government in monitoring and coordinating program resource allocations.

Supports government representatives at


Ensures cohesive agency-wide program


Assists with resource management oversight.

Duties and responsibilities

Support internal NGA financial

management and program build activities, analysis, events, and documentation

packages as designated by government leads. This includes, but is not limited

Gathering, maintaining, reviewing, and analyzing of program and budget

data and requirements.

Developing and promulgating FM responsibilities associated with NGA’s

internal guidance packages as appropriate.

Provide subject matter expertise pertaining to the

development and publication of the IPBS/CBJB, IPBR/CJB, and President’s Budget

exhibits. This includes all associated

documentation, materials, and briefings as it relates to the agency-level program.

Support the development and preparation of agency-level

budget Congressional roll-out briefing materials, and responses to questions

for the record, requests for information, and

various inquiries.

Support the development of various NGA briefing materials and responses

to questions, requests for information, and various inquiries from ODNI, OSD,

OMB, and Congressional Committees

as appropriate, as they relate to the agency’s


Provide support in preparation for and conducting

program and budget reviews as well as

preparation materials for KC leadership to attend meetings with ODNI, OSD, OMB,

and Congressional staff.

Support, develop, and prepare various briefings and presentations

related to KC Financial Management

matters, programs, and activities for senior level leadership.

Support the preparation and monitoring of Supplemental/Over guidance requirements.

Support all aspects of budget execution and conduct analysis.

Support to Congressional Rollout, NGA Program Mid-year and End-of-Year

Execution Reviews.

Exercise a solid working knowledge and capability in the use of various

spreadsheet, database, and Microsoft PowerPoint software.

Analyze and interpret complex budget and execution data.


Active TS/SCI

12 years of relevant experience (Academic degrees can be substituted for years of experience

Bachelor’s degree in a finance, business, or equivalent field of experience.


  • Understanding of DOD or other Government Agency key budget execution processes including: funds control, fund transfers, travel orders, and credit card purchases.
  • Demonstrated experience with DOD or other government agency budgetary or finance processes Understanding of fund execution policies for principal DOD and IC appropriations.
  • Understanding of all phases of the PPBE process to include Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes.
  • Experience in U.S. Intelligence Funding Programs.
  • Knowledge of DOD and Intelligence Community programs and budgets.
