Position Summary :
Under the general direction of the Systems Support & Development Section Chief of the Bureau of Child Support (BCS), this position serves as primary Security Officer for the Bureau of Child Support. The position acts as the Bureau of Child Support liaison for any security related issues with state/federal entities; such as other State of Wisconsin Departments, DCF Security, the IRS, Legislative Audit Bureau, Social Security Administration and the federal Office of Child Support Enforcement. This position provides advanced knowledge of security related state and federal laws, rules, and regulations to advise BCS on security policies and best practices to ensure the safeguarding of child support information.

This position also serves as the data steward for the Bureau of Child Support. This position is responsible for developing and maintaining Data Sharing Agreements and Memoranda of Understandings with other state and federal agencies and working with Department contract management staff, the DMS Bureau of Program Management, and the Office of Legal Counsel to ensure compliance with Department requirements for such agreements. This position works with the BCS Research Analyst to respond to data/information requests and also maintains a list of all data requests for the Bureau of Child Support.

This position provides complex security support for the Bureau of Child Support. This position participates in project workgroups as security expert, documents and maintains security processes and workflows, and serves as the technical expert for security related BCS contracts. This position is also the primary backup on monitoring the BCS Security mailbox, on reviewing access requests for BCS systems (KIDS/CSOS/Child Support Data Warehouse), and maintaining user access records to BCS systems.

Performance of these duties requires advanced knowledge of security related state and federal laws, rules, and regulations and knowledge of various systems (KIDS/CSOS/Web-Intelligence) where Child Support data is housed. These responsibilities require good analysis, communication, problem solving, and organizational skills.

Qualifications :

Minimally qualified applicants will have:
Experience answering security related questions from federal/state/local agency entities

Experience working with security related state and federal laws, rules, and regulations

Experience with information systems concepts, principles, practices, and techniques

Strong analytical and evaluation skills

Well qualified applicants will have:
Experience with of State of Wisconsin security related tasks, processes, and procedures

Experience complying with state and federal laws and regulations to ensure the safeguarding of child support information

Experience developing/maintaining Data Sharing Agreements and Memoranda of

Understandings with other state agencies, federal agencies, contractors, vendors and business partners
